The content for In Search of Law and Order was developed over a six-year period in close consultation with a distinguished panel of advisors. Under their guidance, Roger Graef and other members of the production team toured the United States in search of the best currently available alternatives to traditional ways of dealing with young offenders. Formulative evaluation was conducted with the advisors, many of whom reviewed successive rough cuts of the film, in order to review progress, test theories, and determine the content and direction of the series.
